OpenAI's Lobbying Efforts: OpenAI has been actively lobbying in the European Union to modify proposed AI regulations that could potentially impact its operations. The core of this lobbying effort is articulated in a document titled "OpenAI's White Paper on the European Union's Artificial Intelligence Act."
"High Risk" AI Systems: The bone of contention lies in the European Commission's "high risk" classification for certain AI systems. The proposed act would necessitate human oversight and transparency for these "high-risk" AI systems. OpenAI counters this, arguing that although its systems, like GPT-3, could be used in high-risk cases, the AI models themselves aren't inherently high-risk.
The Desired Outcome: OpenAI aims to shift the focus of the regulation. Instead of the providers of AI models being regulated, they advocate for the regulation of companies that use the AI models for potentially high-risk applications. This stance aligns with other tech behemoths, such as Microsoft and Google, who also lobbied for a softer approach to the EU's AI Act regulations.
